Stealth is not required for this mission. After the fight, head to the basement, push the cart to open the door, and you'll find a charm on the table.
Loot the basement and talk to the NPC, then return to the ground floor.
Enter the first house, rescue the NPC, and talk to them.
Then, go outside, cross the bridge, and enter the second house to find Giuseppe.
Fight to rescue Cesare, then get in the car and chase the shadow.
Drive through the smoke and you'll find the shadow's car crashed. Go uphill into the yard, and behind the house to find the shadow.
